The primary goal of these regulations is to safeguard the interests of the domestic telecom service providers and the revenue generated from routing of PSTN voice calls. Essentially, prevention of a routing practice known as toll bypass.

Toll bypass refers to the unauthorized use of Voice over Internet Protocol (VoIP) services to bypass traditional telecom networks, thereby evading toll charges and adversely impacting the revenue streams of the domestic telecommunication companies.

Over recent times, telephony regulations in locations such as India have evolved to address the emerging challenges posed by changes in working practises. One notable development in these regulations is the inclusion of OSP (Other Service Provider) licensing.

OSP licensing was introduced to regulate the operations of companies providing voice-based services, including those delivered over the internet, such as call centres, business process outsourcing (BPO) firms, and cloud telephony providers.

It’s important to note that while OSP licensing relaxes certain restrictions compared to normal toll bypass prevention rules, OSP license holders are still required to comply with the prescribed norms and regulations. They must adhere to data privacy and security measures, maintain transparency in their operations, and fulfil the reporting and compliance requirements specified by the Department of Telecommunications (DoT) in India.

CDR’s play a critical role in investigations of criminal breaches, security incidents and toll bypass fraud.  As part of the conditions of the granted licenses, most carriers mandate that telecom platforms within restricted geographic areas are required to maintain and preserve CDRs for a minimum of 12 months (something the standard Teams product does not fulfil).
